Terms of Service

These terms cover how ActLayer works today. ActLayer is a beta product; read section 6 before relying on it for anything critical.

1. The service

ActLayer lets you connect agents to external capabilities (like web search or sending email) through a single API. Every account gets a prepaid USD wallet. Each capability in the catalog has a per-action price shown up front, before your agent ever calls it, so there is no surprise billing.

Every action your agent takes — including one that is blocked or fails — produces a receipt (a usage log entry) that you can retrieve from the dashboard. Receipts record the capability called, the cost, the risk decision, and the outcome.

2. Wallet funding

You fund your wallet through Stripe Checkout. Top-ups are a minimum of $5 and a maximum of $1,000 per transaction. Your wallet balance is credited once Stripe confirms the payment via webhook — not before.

If email verification is enabled on your account, you must verify your email address before you can create API keys or fund your wallet.

3. Refunds

If an action fails during execution, the charge for that action is automatically refunded to your wallet. If an execution crashes or gets stuck (for example, the process dies mid-call), a background reconciliation sweep detects it and refunds the charge, typically within about 15 minutes.

Blocked actions are never charged. You may request a refund of your remaining unused wallet balance at any time by contacting support@actlayer.dev.

4. Governance and acceptable use

ActLayer runs every action through its risk engine (SRG) before executing it. SRG may allow, block, or require human approval in the dashboard for a given action, based on the capability and the input supplied.

You agree not to use ActLayer to:

  • Engage in or facilitate illegal activity.
  • Send spam, unsolicited bulk messages, or harass anyone through communication capabilities.
  • Attempt to bypass, evade, or manipulate SRG governance decisions.

5. Liability

ActLayer is provided on a best-effort basis. To the extent permitted by law, our total liability to you for any claim arising from your use of the service is capped at the balance in your wallet at the time the claim arose.

6. Beta disclaimer

ActLayer is in beta. Features, pricing, and behavior may change, and we are still hardening the service for production-scale use. Do not rely on ActLayer for use cases where an outage or bug would cause serious harm.
